I was thinking this was closer to a stream punk w/ magic. Which would have lifts.

Riaud's rant
Lol, Love his Rant. My plan in High School was to get two degrees one in Art and Architect. No money for college though. To this day I still look at bad building design and complain. Including where I work all the bathrooms are on one side of the building. The bathrooms in the building across the way are closer to my work center.
Seems his rant bears fruit,

I mentioned before that the technical documentation of this building is horrible, apparently that is not the only problem/aberration here.
Now, I can imagine why a prison would be designed and documented in this way (even if the inmates make it out of theyr cells the confusing layout keeps them from truely escaping), but, as Shamest already mentioned, this leads too an entirely different kind of problem, namely in internal logistics.
Wether the pros outwheigh the cons in this case is still up in the air, and there might be factors at play which we don't know.
Anyways, I still want to punch the architect in the face.

Runs from a bath one day; complains about inadequate architecture the next...

Riaud will still run from an unwanted bath with a rough scrubbing brush.
EDIT----------------------------------
Oh and he has shown a few times that he has a predilection for architecture.
